Personbevis: what it is and when you will be asked for one
The population registration certificate that bridges the gap between being registered and holding a Swedish ID card — and the variants people order wrongly.
Sooner or later — usually while dealing with a landlord, an insurer, a school or an employer — somebody will ask you for a personbevis, and there is a reasonable chance nobody will explain what that is. It is not your personnummer, it is not your ID card, and asking for "a personbevis" without qualification is a bit like asking for "a form".
This explains what the document actually proves, why it is disproportionately useful in your first months, and how to avoid the common mistake of ordering the wrong variant and having to start again.
What it is
A personbevis is a population registration certificate: an official extract from Skatteverket confirming what the population register says about you. Depending on the variant, that includes your name, your personnummer, your date and place of birth, your registered address, your civil status, and the other people registered at the same address.
The important thing is what it does and does not prove. It proves that you exist in the Swedish system and that the register holds particular facts about you. It does not prove that you are the person named on it — there is no photograph and no biometric element. It is documentary evidence about a person, not identification of the person presenting it.
That distinction explains most of the confusion. It is not a lesser ID card. It is a different category of thing, and it is genuinely useful precisely because it answers a question ID cards do not: is this person registered as living here?
Why it matters so much in your first months
There is an awkward window after your Skatteverket registration goes through and before your physical ID card arrives. You have a personnummer. You have no Swedish photo ID. And a series of organisations want documentary evidence that you are registered before they will deal with you.
The personbevis is what fills that window. Landlords ask for it to confirm you are registered and where. Insurers ask for it. Schools and preschools ask for it, often in a variant that shows the household composition. Employers occasionally ask for it. It is free to order and quick to obtain, which makes it an unusually cheap solution to an otherwise annoying problem.
There is more than one kind, and it matters
Skatteverket issues different personbevis for different purposes, and they contain different fields. A certificate intended for a landlord is not the one intended for a marriage application, and one intended to prove household composition is different again from one intended simply to confirm your registration.
Before you order, ask whoever requested it what it is for, in those terms. "Which personbevis do you need — what is it for?" is a normal question here and will save you a round trip. If they cannot tell you, the purpose-based menu on Skatteverket's own service is usually enough to work it out.
One further wrinkle: some organisations require the certificate to be sent to them directly by Skatteverket rather than forwarded on by you, on the reasonable grounds that a document you handled is a document you could have edited. Ask about this too, because ordering it to yourself and then discovering it had to come from the source is a wasted step.
How to get one
You order it from Skatteverket. Once you have BankID this is a self-service operation that takes a couple of minutes online, which is one more reason the bank-account-then-BankID sequence is worth prioritising. Before that, it can be requested by other routes, including by telephone and in person — Skatteverket's current channels are the authority on what is available to you.
It is normally issued without charge. If somebody is charging you for one, you are not dealing with Skatteverket.
The accuracy caveat
A personbevis is a faithful reproduction of the register. That is its strength and its one real failure mode: if the register is wrong, the certificate is confidently, officially wrong in exactly the same way.
The field this bites on most is your address. If you have moved and not notified Skatteverket, your personbevis will state your old address in an authoritative-looking document, and you will hand it to a landlord as proof of something that is not true. Notify address changes promptly — it is a legal obligation as well as a practical one, and it governs which region handles your healthcare and where official post with deadlines on it is sent.
Personbevis, personnummer, ID card: which is which
- Personnummer — the number itself. An identifier, not a document.
- Personbevis — a certificate from the population register stating facts about you. Proves registration and its details; does not prove you are you.
- Skatteverket ID card — a physical photo ID card that proves you are the person named. Applied for after registration; there is a fee and a wait.
- Residence permit card — issued by Migrationsverket, proves your right to be in Sweden. Not a general-purpose Swedish ID.
- BankID — an electronic identity issued by your bank, used to authenticate online. Not a physical document, and it is the one that unlocks self-service access to almost everything else on this list.
Frequently asked questions
Is a personbevis the same as my personnummer?
No. The personnummer is a number; the personbevis is an official certificate from the population register that, among other things, states it.
Can I use a personbevis as identification?
Not on its own — it carries no photo and does not establish that you are the person named. It proves registration facts, which is a different job. Pair it with a passport where identification is what is actually being asked for.
How long is a personbevis valid?
It is a snapshot rather than a document with an expiry date, so the organisation asking for it will usually specify how recent it must be. Assume anything more than a few months old will be refused, and order a fresh one rather than reusing a copy.
I only have a coordination number. Can I get one?
A personbevis is an extract from the population register, and a coordination number means you are not registered in it. Skatteverket can confirm what documentation is available in your situation — it is a different set of options.
